Renowned scientist, Doctor of Physical and Mathematical Sciences, head of the Institute of Theoretical and Applied Mechanics of the Siberian Branch of the Russian Academy of Sciences, expert of the Scientific and Technical Council of the Military-Industrial Commission, Hypersonic Weapons Section of the Russian Government.

On 5 August 2022, it became known that he was detained and sent to a pre-trial detention centre, the Institute was searched. A treason case was opened against Shiplyuk, allegedly in connection with the transfer of documents to China during a scientific conference in 2017. Shiplyuk claims that the information he passed on is in the public domain.

On 3 September 2024, the scientist was sentenced to 15 years in a strict regime penal colony.
