A resident of Kaltan (Kemerovo Region). He worked as the head of the State Architectural and Construction Supervision Inspection of the Kaltan Administration, and later as an engineer of the Capital Construction Department at the South Kuzbass power plant. On 2 May 2021, his home was searched. He was detained, and on May 4 the court placed him under house arrest. On June 24, 2021, his measure of restraint was changed to a recognizance not to leave. In August 2022, the prosecutor's office returned the case for further investigation due to the fact that Tsikunov's right to defense was violated during the religious and linguistic expert examinations. In June 2023, the case went to court. On March 6, 2025, he was sentenced to six years in a strict-regime penal colony.
