Resident of St. Petersburg, worked as a cable armourer at the Morozov Plant. In 2009, he participated in the elections to the Council of Deputies of the municipal formation of Morozovsky Urban Settlement from the local branch of the CPRF. In May 2024, a case was brought against him for spreading deliberately false information about the Russian Armed Forces. He was placed under a recognisance not to abscond and placed in a psychiatric hospital for examination.
In the summer Glushkin was put on a regional wanted list - apparently, he was not admitted to the hospital at that time - and after his arrest he was sent into custody. He was kept there for about a month and later transferred to a medical institution.
On 18 September 2025, the court sentenced Glushkin to five years in a general regime penal colony.
