Former co-head of the Samara office of PARNAS. In 2014, he was sentenced to 100 hours of compulsory work for incitement of hatred (Section 1, Article 282 of the Criminal Code). In 2016, Balin's apartment was searched due to a new case of incitement of hatred because of a post on Facebook about the employees of government security agencies.
In September 2022, it became known that a criminal case was initated against Balin on the "fake news" about the Armed Forces. On 17 March 2023, Balin was sentenced to seven years in a penal colony. He was taken into custody in the courtroom.
On 1 August, Balin told his lawyer that a fellow inmate in the detention centre threatened him with a shiv because he spoke ill of Putin. The conflict turned into a fight twice. According to the lawyer, Balin’s cellmate was reprimanded at the commission, he had already been evicted to another cell.
