A resident of Simferopol and a philologist specialising in Arabic, Ibragimov was detained on 7 July 2020 and placed in custody the following day. He was charged with organising the activities of a terrorist organisation and additionally accused of preparing for the violent overthrow of the government.

The case against him was based on his alleged involvement with the Islamic party Hizb ut-Tahrir. Human rights organisations argue that there are no legitimate grounds for its classification as a terrorist group. Nevertheless, this designation has enabled the prosecution of hundreds of people in Russia and Crimea as “terrorists” solely for party-related activities such as holding meetings, studying religious literature, or recruiting new members.

On 8 July 2022, Ibragimov was sentenced to 19 years' in a strict-regime penal colony.
