Resident of the Trans-Baikal Territory. Civil rights activist, worked as head of the heating network under the Ministry of Defence. A case was initiated against him for spreading deliberately false information about the Russian Armed Forces. On 30 May 2022 Mylnikov was sentenced to pay a fine of one million rubles.
In November 2024, Mylnikov's home was searched by authorities. He was taken into custody on charges of participation in the activities of a terrorist organisation due to his involvement in the "Artpodgotovka" movement. The reason for the case was Mylnikov's participation in chats and agitation in support of the movement in 2020-2021, as well as receiving "revcoins" for participation in the "Artpodgotovka" event in Moscow on 5 November 2017.
